These are not contradictory readings. They are two surfaces reporting different things about the same question, and the contradiction is usually where the actual problem is.

Why the two disagree
Ranking rewards a page that matches a query and carries authority into it. A composed answer rewards a passage that states something clearly enough to be quoted about a category. The first is about your page; the second is about what exists in writing about your category, most of which is not on your site.
So a page can be the best result for a query and contribute nothing to the answer above it.
